Exhibition of Planning Proposal and Draft Planning Agreement

This Planning Proposal is now finalised. Map Amendment number 2 to the Parramatta Local Environment Plan 2011 was gazetted on 1 July 2022 and can be viewed on the NSW Legislation page here: epi-2022-347.

The City of Parramatta Council exhibited a Planning Proposal and draft Planning Agreement for land at 22 Noller Parade, Parramatta in February 2022.

A summary of submissions received during the exhibition period was reported to the Local Planning Panel meeting 19 April 2022. You can view the full report in the meeting agenda at Item 6.1, from page 414, on Council’s website HERE.

The LPP recommended further consideration of the flood risk on the site, and noted that the indicative design provided in the Planning Proposal does not meet the separation requirements in the Apartment Design Guidelines. These considerations are addressed in the report to the Council meeting 23 May 2022.

Changes to the Planning Controls

Key aspects of the Planning Proposal were:

  • Amend the zone in the Land Zoning Map from R2 Low Density Residential to R4 High Density Residential.
  • Amend the maximum building height in the Height of Buildings Map from RL 14 metres to 17 metres.
  • Amend the maximum FSR in the Floor Space Ratio Map from no FSR to 1.5:1.

These proposed amendments intended to accommodate a residential apartment building that is 5 storeys in height with 16 dwellings.

Given the relatively minor nature of this Planning Proposal, the preparation of a site-specific Development Control Plan (DCP) is not proposed and any future development will be assessed under the existing provisions of the Parramatta DCP 2011.

Planning Agreement

Council has negotiated a Draft Planning Agreement with the developer in accordance with Council’s Planning Agreements Policy (2018). The Draft Planning Agreement proposes a monetary contribution to undertake Public Domain works associated with, or new connections to, the proposed Alfred Street Bridge.
