The Planning Proposal for 361-365 North Rocks Road, North Rocks is now on public exhibition via the NSW Planning Portal until Thursday 10 April 2025.
This site is currently occupied by several roads and buildings associated with Next Sense (formerly the Royal Institute for Deaf and Blind Children).

Project description
The planning proposal will provide for a mixed-use residential development on site that includes the following:
- Buildings ranging in height from 2 to 7 storeys;
- Approximately 560 apartments, 225 townhouses and 10 detached dwellings;
- Seniors housing including 130 independent living units and an approximately 100 bed aged care facility;
- Approximately 16 dwellings for the purposes of affordable housing to be dedicated to Council or a community housing provider (to be determined prior to finalisation of the Planning Agreement);
- 34% of the site area (approximately 4.3ha) as publicly accessible open space (including land sufficient in size to allow for the development and dedication of an oval to Council);
- Up to approximately 4,400sq.m of multi-purpose community spaces and facilities to be dedicated to Council (part of the multi-purpose facility is to be occupied by the ‘Little Big Foundation’, a not-for-profit community organisation or the relocation of Senior Citizens meeting facility from the ageing facilities at Don Moore Reserve); and
- Up to 2,800sq.m of commercial floor space for restaurants, cafes and medical centre uses.
Council staff are preparing a submission in accordance with the Council position on the proposal that was established at the Council meeting on 9 December 2024. This will be lodged with the Department before the end of the exhibition period.
