Project background

Belmore Park Stage 1 marks the beginning towards transforming this much-loved community space into a unique high quality recreation destination in North Parramatta. The project aims to enhance a diverse range of recreational opportunities to service the growing local population.


Project Update - February 2026

The Belmore Park Upgrade continues to move forward as part of Council’s long-term Master Plan to transform the park into a high quality recreational destination for the community, with Stage 1 focusing on major upgrades to Richie Benaud Oval and surrounding facilities. In late 2025, updated cost estimates were received, allowing Council to revise the Stage 1 scope to ensure the project remains viable, well designed and aligned with community expectations and available funding.

The current program anticipates completion of revised tender documentation by March 2026, with the tender period expected to commence in mid 2026, subject to the necessary approvals. Construction is planned to begin in late 2026, following tender award approvals, and is anticipated to be completed during 2027, weather and site conditions permitting. A defects liability and maintenance period will follow in 2028, ensuring the quality, durability and ongoing care of the new facilities as Belmore Park continues its transformation into a premier sporting and community space for Parramatta.

Background

The City of Parramatta has developed a master plan for Belmore Park in North Parramatta. The key objective of the master plan is to provide a clear direction to guide future improvements and development at Belmore Park.

Strategic vision:“…to transform Belmore Park into a unique high-quality recreation destination for Parramatta City. The park will become a premier cricket facility that celebrates local history and its unique setting. It will establish a diverse range of community and informal recreational opportunities to service the growing local population.”

The master plan has been developed following detailed site investigations and consultation with key stakeholders including local sporting groups and the wider community. The master plan includes the following proposed improvements:

  • Enlargement and reconfiguration of Richie Benaud Oval
  • A central turf wicket
  • Turf and synthetic practice wickets (nets)
  • A new sports pavilion building including spectator seating
  • A new ‘district’ level playground
  • New park facilities including paths, furniture and fitness stations

Master plan adopted by Council

Council invited the community to provide feedback on the draft master plan during a public exhibition period which closed at 9am on Tuesday 15 December 2020.

A report detailing the feedback received and any proposed amendments to the draft master plan were submitted to Council for consideration in early 2021. All comments received during the public exhibition period were taken into consideration by Council, and the draft master plan was amended to reflect community needs and concerns.

The amended master plan was adopted by Council at its meeting held on Monday 22 March 2021. You can now view the final master plan in hard copy at the Parramatta Central Library or in the resources section on this page.

Council very much appreciates community feedback and thanks everyone that contributed to the Belmore Park master plan.

Please note: Stage 1 of the Masterplan is currently funded by $10 million. This budget is from federal government grant funding of $6.2 million and Council funding of $3.8 million. The remaining stages of the Masterplan (Stage 2 and 3) are currently unfunded, and Council will use the Masterplan to develop ‘shovel ready’ projects for grant funding applications.
