New traffic lights at the Intersection of Carlingford Road and Hepburn Avenue

Following recent approval from Transport for NSW (TfNSW), the City of Parramatta will soon commence construction of traffic signals at the intersection of Carlingford Road and Hepburn Avenue, Carlingford, to improve road safety and traffic flow for motorists, pedestrians and cyclists.

Work is scheduled to begin during the week commencing 7 September 2026 and is expected to run through until June 2027 (pending weather and site conditions).

In accordance with TfNSW traffic management requirements, the majority of work will be undertaken at night, during the hours of 8pm to 5am. However, where possible, work during normal business hours from 7am-5pm will be prioritised.

Council and its contractor will make every effort to minimise noise and disruption during construction, with the noisier activities to be undertaken as early in the evening as possible.

The project is being funded by Transport for NSW through the Towards Zero Safer Roads Program, with funding of approximately $1.84 million.

Why is the project needed?

The Carlingford area has experienced significant residential growth over recent years, particularly around Keeler Street and surrounding streets.

Residents have reported difficulties turning right into and out of Hepburn Avenue during busy traffic periods due to high traffic volumes on Carlingford Road. In addition, the nearest signalised pedestrian crossing on Carlingford Road is currently located approximately 350 metres west of Hepburn Avenue at Rembrandt Street, limiting convenient crossing opportunities for people walking in the area.

The new traffic signals will provide safer and more efficient access to and from Carlingford Road while improving pedestrian connectivity across the corridor.

The project will:

• Improve safety for motorists, pedestrians and cyclists
• Provide a new signalised pedestrian crossing on Carlingford Road
• Improve access to and from Hepburn Avenue
• Reduce delays and improve traffic flow at the intersection
• Support the growing residential community in the area
• Encourage walking and active transport through improved connectivity and accessibility
• Respond to community requests for improved traffic management and pedestrian facilities

Previous community engagement and Council resolutions

• Hornsby Shire Council undertook community consultation during April 2015. The results were referred to the Hornsby Local Traffic Committee for consideration and a recommendation made to Hornsby Shire Council in May 2015.
• At its meeting on the 9 February 2022, the Parramatta Traffic Engineering Advisory Group (TEAG) considered a report reviewing the location of the traffic signals at the intersection of Carlingford Road and Hepburn Avenue, Epping.
• City of Parramatta Council at its meeting on 14 March 2022 considered the TEAG recommendation and resolved that this intersection was the preferred location for the proposed traffic signals, this was also supported by Transport for NSW.
• The City of Parramatta invited written submissions (ECM ID 16758) from residents, businesses, and relevant authorities during July 2024.

Insights from the consultation processes described above informed development of both the concept and detailed design plans as approved by Transport for NSW.

Project scope

The project scope (to be read in conjunction with and as specified in the construction drawings) includes but is not limited to:

• Supply and installation of the Traffic Control Signals (TCS) at the intersection, including six Type 8 posts and one Type 5XL post, complete with footings, fittings, and associated fixtures as specified.
• Reconstruction of kerb and gutter on the southern side of Carlingford Road and on both sides of Hepburn Avenue to the new design levels.
• Construction of new kerb ramps at the signalised pedestrian crossings on Carlingford Road and Hepburn Avenue as specified.
• Reconstruction of driveways including laybacks on Carlingford Road as specified.
• Construction of 200-300 mm high kerb wall at the back of footpath along Carlingford Road and Hepburn Avenue as specified.
• Construction of footpath along south side of Carlingford Road and along both sides of Hepburn Avenue as specified.
• Upgrade of the stormwater drainage system, including installation of new pits and pipes as specified.
• Pavement upgrade and rehabilitation on Carlingford Road and Hepburn Avenue as specified.
• Installation of updated traffic signage in accordance with the approved TCS plans.
• Application of pavement markings compliant with the new TCS requirements.
• Landscaping works, including establishment of green verges, as specified.

Project deliverables

The expected deliverables from the project are as follows:

• New TCS 4760 installation completed, commissioned, and accepted by Transport for NSW for ongoing Operation and Maintenance (O&M).
• Compliant kerb ramps constructed at all signalised pedestrian crossings in accordance with accessibility and TfNSW standards.
• New kerb and gutter constructed to the approved design levels and in full compliance with TfNSW specifications.
• Reconstructed residential driveways, including laybacks, delivered in accordance with design and relevant standards.
• Concrete footpath constructed to new design levels and compliant with Council requirements.
• Upgraded stormwater drainage system, including pits and pipes, meeting TfNSW standards.
• Rehabilitated road pavement on Carlingford Road and Hepburn Avenue delivered to TfNSW pavement standards.
• Upgraded pavement markings and traffic signage installed in accordance with the requirements of the new TCS installation.
• Landscaped green verges established as per the approved landscape and urban design requirements.
