City of Parramatta Council is proposing a number of traffic and parking changes in Carlingford to improve road safety, traffic flow and access for all road users. The proposed changes include new parking restrictions in parts of Post Office Street, Moseley Street and Tanderra Avenue, as well as a new turning restriction for larger vehicles travelling westbound on Moseley Street at Young Road. These changes have been developed in response to community requests, traffic assessments and the detailed design of a new roundabout at the intersection of Moseley Street and Young Road.
Council is seeking community submissions before making a final decision on the proposals.
The first proposal (Proposal 1) relates to a new 'No Left Turn; Vehicles Under 9m Excepted' restriction for westbound traffic on Moseley Street at Young Road. The second proposal (Proposal 2) relates to changes to parking restrictions in parts of Post Office Street, Moseley Street and Tanderra Avenue. Community members are encouraged to review the details of each proposal and provide a submission on one or both proposals. All submissions received will be carefully considered before Council makes a final decision.

Proposal 1
Proposal to install ‘No Left Turn; Vehicles Under 9m Excepted’ restrictions at the intersection of Moseley Street and Young Road, Carlingford (TS/2026/28)
City of Parramatta Council is proposing to install new turning restrictions at the intersection of Moseley Street and Young Road, Carlingford, as part of a planned roundabout upgrade.
During the detailed design process, it was identified that existing underground utility services limit the changes that can be made to the intersection. As a result, larger vehicles will not be able to safely complete certain left turn movements at the proposed roundabout.
To address this issue, Council is proposing 'No Left Turn; Vehicles Under 9m Excepted' restrictions for:
- Westbound traffic on Moseley Street at Young Road
- Northbound traffic on Young Road at Moseley Street
If approved, vehicles longer than 9 metres would no longer be permitted to make these left turns. Vehicles under 9 metres would continue to be able to turn left at the intersection.A sketch plan of the proposal is available below and in the resources section.

Proposed changes to parking restrictions in Post Office Street, Moseley Street and Tanderra Avenue, Carlingford (TS/2026/30)
Following requests from the community, City of Parramatta Council has reviewed traffic and parking conditions in parts of Post Office Street, Moseley Street and Tanderra Avenue, Carlingford.
To improve road safety, visibility at intersections and traffic flow, Council is proposing a combination of 'No Stopping', 'No Parking' and '2P' (2 hour parking, 8am to 6pm, Monday to Friday) restrictions at selected locations along these streets.
The proposed changes are intended to improve sight lines for drivers, provide safer vehicle movements near intersections and discourage all day parking in areas where parking demand is high.
If approved, some on street parking arrangements would change along sections of Post Office Street, Moseley Street and Tanderra Avenue. Plans showing the proposed parking changes are available below and in the resources section.

When making a submission, please include your street address, the survey reference number (Proposal 1 - Ref:TS/2026/28 and Proposal 2 - Ref:TS/2026/30), and whether you support the proposal, support it to an extent, or do not support it.
All submissions will be considered before a final decision is made by Council.
