City of Parramatta Council is proposing to upgrade the existing pedestrian refuge island on Caroline Chisholm Drive (east of Olympus Street) by replacing it with a raised pedestrian crossing.

This upgrade aims to:

  • Enhance road safety
  • Provide a dedicated crossing point for the local community, especially those accessing Winston Hills Mall
  • Improve visibility and encourage safer crossing behaviour in an area with frequent pedestrian activity.

The project is fully funded by the Australian Government’s Federal Road Safety Program.

Council is inviting submissions from the community on the proposed plan.

Submissions close at 5pm on Friday 13 February 2026.

Caroline Chisholm Drive is a collector road that connects two state roads: Windsor Road and Old Windsor Road. This section of the road provides access to Winston Hills Shopping Centre, Winston Hotel, a childcare centre, a medical centre, residential areas, a park and bus stops. Several primary schools and one high school are also located within walking distance.

 

As a result, pedestrians of all ages frequently cross at this location. Upgrading the existing pedestrian refuge island to a raised pedestrian crossing will improve safety and support the well-being of the local community. The raised threshold will also serve as a traffic-calming measure, helping to reduce vehicle speeds.
 

No. The installation of this pedestrian crossing will not result in any loss of on-street parking space.
