Public exhibition of Draft Terms of Reference

Following the local government elections held in September 2024 and in line with normal practice, all previous City of Parramatta Advisory Committees were dissolved. On Monday 11 November 2024, Council resolved to adopt a new Committee and Advisory Panel Structure (please see the Frequently Asked Questions section below for more information).

On Monday 10 February 2025, the City of Parramatta resolved to establish nine Advisory Panels:

  • City Economy
  • Community Infrastructure
  • Cultural
  • Environmental Sustainability
  • First Nations
  • Heritage
  • Integrated Transport
  • Smart City and Innovation
  • Social Sustainability and Inclusion

And four Sub-Committees:

  • Affordable Housing
  • Grants
  • Major Projects
  • Multicultural

The Advisory Panels will be made up of nominated City of Parramatta Councillors, subject matter experts and community members. Panel members play a key role in providing feedback and advice on Council strategies, policies, services and projects. Panel meetings will be held once per quarter (days and times to be determined).

It is proposed that the minutes of the Advisory Panels will be reported to the relevant Standing Committee (see Frequently Asked Questions for more details), and they will not be open to the public or involve public forums. Panel meetings will not be subject to the rules of the Code of Meeting Practice, and have not been granted any delegations. A Draft Terms of Reference has been prepared for each of the Advisory Panels and are now on public exhibition.

The Sub-Committees will support the Standing Committees of Council and will be scheduled on an as-needed basis. Sub-Committees are made up of nominated City of Parramatta Councillors (see Frequently Asked Questions) and the CEO or their delegate. It is proposed that the minutes will be reported to the relevant Standing Committee (see Frequently Asked Questions for more details). A Draft Terms of Reference has been prepared for each of the Sub-Committees and are now on public exhibition.


Public exhibition - Have your say!

From Monday 17 February 2025 until 5pm on Monday 3 March 2025, the City of Parramatta is publicly exhibiting Draft Terms of Reference for nine Advisory Panels and four Sub-Committees.

You can access a copy of the Draft Terms of Reference documents in the Resources section of this page or in-person during business hours at all City of Parramatta libraries and at the Council Customer Service Centre located within PHIVE (5 Parramatta Square, Parramatta).

All submissions must be received by 5pm on Monday 3 March 2025.

Next steps?

Following the conclusion of the public exhibition period, all submissions will be reviewed and changes could be made to the respective Terms of Reference as necessary. A report will then be prepared for Council seeking adoption of all nine Advisory Panels and four Sub-Committees Terms of Reference at the Monday 14 April 2025 Council Meeting.

Pending adoption of the nine Advisory Panels Terms of Reference, Council will then run an expression-of-interest process for community membership of the Advisory Panels.
