Council’s existing Councillor Workshops and Briefing Sessions Policy (Policy 381) was last adopted by Council on 13 May 2024. Mandatory changes to the Model Code of Meeting Practice have prompted an early review of the policy.
The draft Policy establishes the framework for managing Councillor Workshops and ensures alignment with the Office of Local Government (OLG) Model Code of Meeting Practice (August 2025). The Workshops allow staff to seek feedback from Councillors on proposals.
The draft Councillor Workshops Policy applies to all City of Parramatta Council (Council) Councillor Workshops, to Councillors and Council Staff, and any invited external presenters and/or consultants of a Councillor Workshop.
Note: Workshops are not decision-making forums - they are for the purposes of seeking views of Councillors on a particular matter (e.g. to seek the views of Councillors on community priorities in the early stages of the development of the Community Strategic Plan).

Next steps
Once submissions have closed, a further report will be presented to Council incorporating any public comment at a meeting in April 2026, where Council will be required to adopt the final Policy. The Councillor Workshops Policy will become effective once it is adopted by Council.
