The Parramatta DCP 2023 (DCP) is used to guide the design and assessment of development applications across the City of Parramatta. Further information regarding the role of a DCP can be found on the Development Control Plans | City of Parramatta.
What changes are proposed?
The proposed changes fit into two groups:
1. Policy updates
Policy updates reflect Council-adopted strategies and decisions and/or State Government requirements.
These include:
- The implementation of the Council-adopted Epping Town Centre Masterplan 2025 vision and policy direction
- The implementation of additional design principles from the Healthy High Density Living for Families with Children Guidelines prepared by Western Sydney Local Health District to supplement the existing family-friendly design provisions
- The inclusion of provisions for residential developments and some businesses to allow for Food Organics and Garden Organics (FOGO) waste storage and collection in alignment with NSW Government requirements
- The inclusion of controls to provide greater protection to Council drainage assets during development construction, as resolved by Council as part of a series of changes to Council’s development policies and processes to manage its assets
- Refinements to:
- Allow flexibility in bicycle parking storage requirements in apartment buildings
- Clarify the split of parking spaces required for staff and visitors in childcare developments
- Improve clarity and consistency in the application of controls relating to ground-floor activation and requirements for site-specific design responses for developments within the Parramatta City Centre
These refinements respond to practical limitations raised during the development assessment process by both applicants, such as landowners proposing developments, and Council officers assessing the developments.
Why make these changes? To ensure the DCP includes planning controls that align with these policies and directions and can be considered when assessing future development applications.
2. Administrative ‘housekeeping’ updates
Administrative updates will improve the clarity, accuracy and usability of the DCP.
These include:
- Removing outdated references to planning policies that have been replaced or are no longer in effect
- Updating planning terms, zone names and links to ensure references are current and consistent with State planning legislation
- Clarifying the wording of controls so it is clearer how and where specific requirements apply
- Correcting historical errors and removing redundant content that is no longer needed
Why make these changes? To make the planning rules easier to understand and apply for both applicants and Council staff.
What is not changing?
The changes to the DCP:
✔ Do not change land zoning or height
✔ Do not change what types of development are permissible on land
✔ Do not introduce major new planning policies – they reflect existing policies already included in adopted plans and strategies.
