Carlingford North Shops Toilet Facility (Plympton Road)

Community consultation updates

Thank you to everyone who took the time to provide feedback on this project.

Community consultation undertaken in October 2025 reported that 66% of the 121 respondents indicated support for the proposal.Respondents highlighted that an accessible public toilet would benefit the broader community by supporting local businesses, families, older residents, workers, and visitors to the area.Submissions indicated a 60% preference for the timber battens design, and Council will take this preference into account as the design is refined.

As a result of this feedback, Council is progressing site investigations, design and required external approvals.

Council acknowledges concerns raised during consultation, including aesthetics and visual impacts, sight lines within and around the parking area, pedestrian safety, odour management, security and the potential for anti‑social behaviour, as well as privacy and landscaping. Through the design process, Council will do its best to manage identified concerns wherever possible.

Council have investigated the installation of a toilet block at Carlingford North Shops in response to long‑standing requests from the local community for an accessible public amenity servicing the shops and nearby area.

Public toilets are often requested by members of the public and are an extremely high-cost asset for Council to install and operate. A number of locations have been considered, however the determined site at the east entrance of Carlingford North Shops car park is currently the only feasible location.

Designing a safe and accessible facility for our community

Council is building a new public toilet at Carlingford North Shops. The proposed location is at the east entrance of the car park, in the existing garden bed. This location has been chosen as it is close to shopfronts, safer for pedestrians and drivers, connected to essential services, and accessible for all.

What we sought your input on during community consultation:

  • Design, look, and feel
  • Anything else you think we should consider

The community consultation period closed at 5pm on Tuesday 28 October 2025. Thank you to everyone who shared their feedback.
