City of Parramatta Council is proposing to install raised thresholds and median islands on Redbank Road at Balmoral Road, Northmead.

This upgrade will:

  • Slow down traffic and improve visibility on both approaches to Balmoral Road
  • Make it easier and safer for motorists exiting Balmoral Road and nearby driveways
  • Improve safety for everyone travelling through the intersection.

Please note: Right‑turn access to Balmoral Road, Bunnings and the commercial driveway will be retained and will not be affected by the installation of the median island.

The project is fully funded by the Australian Government’s Federal Road Safety Program.

Redbank Road is a Local Road and provides access to Westmead through the Hospital Precinct.  A commercial driveway is located at the west leg of the intersection of Redbank Road and Balmoral Road. This driveway serves the shopping precinct including a Service Station, Fast-food food outlets such as McDonalds, KFC etc. Bunnings Warehouse is also located in Redbank Road south of the Balmoral Road intersection. As such the volume of traffic is considerably high.

 

A review of crash data indicated that there were seven (7) accidents at the intersection of Redbank Road and Balmoral Road, Northmead during the five (5) year period from July 2018 to June 2023.

 

The purpose of this project is to:
•    Slow down traffic and improve visibility on both approaches to Balmoral Road
•    Make it easier and safer for motorists exiting Balmoral Road and nearby driveways
•    Improve safety for everyone travelling through the intersection.
 

The intersection of Redbank Road and Balmoral Road is located 75m south of traffic signals at Briens Road. There are two travel lanes in the northbound direction in Redbank Road at Balmoral Road. As such a 2-lane roundabout cannot be installed at this intersection and in such close proximity to traffic signals.

Median islands are proposed adjacent to raised thresholds to discourage motorists from driving on the wrong side of the road to avoid the thresholds.

 

A median island across the intersection is not proposed because it would restrict right-turn access to the commercial development located at the southwest corner of the intersection. There is no alternate route to access this development without driving through narrow local residential streets and private roads within the Hospital Precinct. Therefore, removing right-turn access would significantly impact accessibility and traffic flow for businesses and customers.
 

No. The installation of these raised thresholds and medians will not result in any loss of on-street parking space.
