Council sought community feedback regarding plans for a new roundabout and pedestrian refuge islands at the intersection of Morton Street and Thomas Street, along with a ‘No Entry’ restriction for the service lane from Morton Street in Parramatta. The feedback was collected between 19 August to 16 September 2025.
Council received 47 online responses and 1 verbal submission to this proposal with the following breakdown:
• 70% in support
• 11% partially in support
• 2% unsure
• 17% opposed
Community feedback highlighted:
• Motorist concerns: Difficulty turning right from Pemberton Street into Thomas Street, with requests for a roundabout at this location.
In response, Council has extended No Stopping restrictions on both sides of Thomas Street at the approaches to Pemberton Street to improve sightlines. Recent Transport for NSW (TfNSW) crash data shows no recorded accidents at this intersection.
Council has limited funds for road safety projects and must prioritise expenditure to achieve the greatest safety benefit. At this stage, funding is not available for a roundabout at the intersection of Pemberton Street and Thomas Street, however should funding become available, Council will investigate the feasibility of this option. Please note that motorists on Pemberton Street can use the Morton Street roundabout to access Thomas Street.
• Pedestrian concerns: Difficulty crossing Thomas Street and Morton Street, with requests for pedestrian crossings.
Pedestrian refuge islands are proposed on all approaches to the intersection to allow pedestrians to cross safely in two stages.
In light of the above, Council will proceed with the proposed works, with installation expected to be completed by December 2026.
