The purpose of the Review of Environmental Factors (REF) is to describe the proposal, document the likely impacts of the proposal on the environment, and to detail protective measures to be implemented. The REF assists in fulfilling the requirements of Section 5.5 of the Environmental Planning and Assessment Act 1979 which requires the consent
authority, being City of Paramatta, to examine and take into account all matters affecting or likely to affect the environment by reason of the activity in a manner proportionate to the nature and risk of the activity.
