- The current RE1 Public Recreation zoning was introduced by the State Government as part of the Carter Street Precinct rezoning in 2015.
- The RE1 Public Recreation zoning was intended to accommodate a public foreshore reserve to connect into the wider pedestrian movement network with a pedestrian / cycle link over Haslams Creek.

- The Council Planning Proposal seeks to rezone the RE1 Public Recreation zoned land to RE2 Private Recreation and to remove the application of the Land Reservations Application Map pursuant to the Parramatta Local Environmental Plan 2023 (PLEP 2023).
- The rezoning is sought because the RE1 Public Recreation zoned land is no longer needed to facilitate a pedestrian / cycle link that Council resolved in 2022 to be located to the west and south of the site, alongside the M4 motorway on land owned by Transport for NSW.
- Without the cycle link, the land will not readily connect into the wider pedestrian network.
- The land is not large enough nor suitably located to serve any alternative public use given its proximity to a sewer pumping station and hazardous pipelines.
