Toongabbie to Westmead Pedestrian and Cyclist Corridor

Council is investigating opportunities to deliver an active transport corridor from Toongabbie to Westmead. The delivery of these key regional cycling and walking routes along the Western Railway Line will connect our community to multiple stations, schools, and local shops as well as other walking and cycling facilities.

Council endorsed the Toongabbie to Westmead Pedestrian and Cyclist Corridor at its meeting on Monday 8 July 2024. Link to Council report Item 13.4 (p 168).

Given the length of the project, Councill will seek to deliver the project in stages as funding becomes available.

On 20 November 2024 and 6 August 2025 Parramatta Traffic Committee (and Council through endorsing the minutes) approved Stage 1 (Park Parade) and Stage 2 (Bridge Road to Binnalong Road) to proceed to detail design and planning approvals, as well as seek external funding for design and construction.

Subsequently, Council secured funding for detail design of Stage 1 from the NSW Government through Transport for New South Wales for FY25/26 and FY26/27, and will continue to pursue opportunities for subsequent stages.

Project description

The need for this key cycling and walking infrastructure was identified in the endorsed City of Parramatta Bike Plan 2017, Parramatta Ways Walking Strategy, and the NSW Government’s Green Grid and Central City Cycling Corridors.

To help deliver the Toongabbie to Westmead active transport corridor, Council received a grant from Transport for NSW (TfNSW) to deliver a corridor study.The study involves the preparation of a detailed concept design that tests:

  • Spatial opportunities to create separate walking and cycling facilities; and
  • Mapping of constraints and opportunities

The feedback received will be considered by the project team in the finalisation of the detailed design. The detailed design will inform future staging and the works to be delivered. Should the project be supported and funding secured, it is anticipated that it will take a few years to deliver the full scope of works.
