In late 2025, Council invited submissions to understand community and stakeholders' preferences and concerns for three all-electric building control options for new developments outside the Parramatta City Centre. The opportunity for submissions to be provided concluded at 5pm on Monday 10 November 2025.
We heard from more than 140 community members and industry stakeholders during the public exhibition period, who provided a wide range of views on the three proposed options.
Submissions reflected both support and opposition for the proposed all-electric controls. Supporters cited environmental and health benefits, reduced emissions, lower long‑term energy costs, and future‑proofing of buildings. Opponents raised concerns about cost, grid capacity, energy reliability, disaster resilience, loss of consumer choice, cultural reliance on gas cooking, safety issues, and questioned whether the proposal would deliver the intended environmental outcomes.
Council officers reviewed and responded to the issues raised. These responses are detailed on page 8 of the Council Agenda – Reports to Council at 23 February 2026, Item 12.9: OCM26‑20.
Submissions indicated that 42% of the community supported no change (Option 1), while 58% supported some level of change to the planning controls to include all-electric building requirements through Option 2 or Option 3. Based on the engagement outcomes, Council officers recommended Option 2, which proposed that all-electric building requirements will be applied to all new commercial and non-residential State Significant developments, with the addition of all new residential developments that are strata subdivided outside the Parramatta City Centre.
Council decision
After considering all submissions, Council resolved at its meeting on 23 February 2026, not to amend the Parramatta DCP 2023 until the NSW Government releases the NSW Gas Decarbonisation Roadmap. According to the NSW Consumer Energy Strategy, it is expected that this will be released in the second half of 2026.
