Carlingford Parklands Landscape Design

Project Update - September 2025

On 8 September 2025, Council adopted the Carlingford Parklands Landscape Design Plan, bringing exciting upgrades to Thallon St Reserve East and West, Shirley St Reserve, and Lloyds Ave Reserves. The final plan includes new multi-use courts, fitness stations, a themed playspace, shaded seating, shelter, lighting, increased tree planting, and more. Through your feedback, we’ve built a strong foundation for transforming four underused reserves between Jenkins Road and Shirley Street into vibrant community parklands.

Stage One consultation helped identify the community’s values and priorities, which guided the creation of early design ideas. In Stage Two, we tested these ideas through a draft concept plan and invited further input to refine the vision.

The plan, which was on public exhibition in May and June 2025 reflects what we heard throughout the previous rounds of consultation::

  • Create inclusive spaces for play, rest, and recreation
  • Strengthen community connections
  • Enhance the natural environment and support local biodiversity

After two rounds of community consultation and feedback from hundreds of people, Council has now developed the Carlingford Parklands Landscape Design plan. This design brings together everything we’ve heard so far; your ideas, concerns, and aspirations for four local reserves in Carlingford.

At its meeting on 12 May 2025, Council endorsed the public exhibition of the landscape design plan. During the public exhibition period which concluded at 5pm on Wednesday 18 June 2025, we invited you to take a look and have your say before we finalised the plan.

What’s in the plan?

The Landscape Design Plan includes:

  • A new play space for kids aged 5–12
  • Multi-use sports courts and active play areas for young people
  • Fitness stations for all abilities
  • A safe and welcoming fenced off-leash dog park
  • More trees, shade and garden beds
  • New seating, shelters and lighting
  • Better walking and bike paths to connect the neighbourhood
  • More nature and habitat areas to support local wildlife

All four sites are located near the new Carlingford Light Rail Station – a key transport hub in our growing city.-
